How many chances does one person deserve? If you know for a FACT that a scumbag is going to repeatedly breach probation and simply walk out of minimum security “prisons,” do something about it! Yes, I know this guy hasn’t murdered anyone…YET. But when you lock someone in a room and ask for sex, you are on the path to some nasty shit. WINNIPEG – A high-risk sex offender has been arrested in Winnipeg for allegedly violating his probation.
Joshua James Turner, 26, was apprehended without incident about 8:15 p.m. Saturday in the area of Keewatin Street and Notre Dame Avenue. A few hours earlier, Winnipeg police asked for the public’s help in finding Turner, who had last been seen Friday night in the city’s downtown area.
In an initial media release, the Winnipeg Police Service said officers were concerned for Turner’s well-being as he has a number of health issues. Police did not offer any details regarding those issues.
Turner’s record includes convictions for sexual assault, harassment, indecent phone calls and court-order breaches.
Saturday wasn’t the first time city police asked for the public’s help in finding Turner. Last November he was arrested just one day after he was released from jail. At the time, a source said Turner had walked into a downtown office, locked the door and asked the female employee — who was alone — for sex. He fled and was arrested at an area hotel shortly afterward, the source said.
That arrest came a few hours after police released Turner’s photo and description because he had allegedly walked away from a Winnipeg halfway house a day earlier.
City police also asked for the public’s help in locating Turner in April 2008 after he allegedly walked away from a halfway house on Arden Avenue in St. Vital, just a couple of days after being released from the Headingley Correctional Centre.
Turner was arrested two days later in the 100-block of Main Street after he had allegedly broken into two businesses in the first 100-block of Portage Avenue and used office telephones to call phone-sex lines and computers to look at Internet pornography, city police said at the time.
In November 2004, Turner appeared in the Winnipeg Sun as part of a monthly Crime Stoppers list of wanted criminals. He was accused of breaching probation orders related to a sexual assault conviction.
